SIGNING CEREMONY OF RECORD OF DISCUSSION (R/D) BETWEEN JICA AND TANZANIA!


Today, on the 28th July 2011, the Ministry of Health and Social Welfare (MOHSW) and Japan International Cooperation Agency (JICA) signed the Record of Discussion (R/D), which is an official agreement, between Ms. Blandina J.S. Nyoni, Permanent Secretary, MOHSW and Mr.Yukihide Katsuta, Chief Representative, JICA Tanzania Office, for launching the Tanzania-Japan Technical Cooperation Project, titled “The Project for Capacity Development in Regional Health Management Phase 2”.


JICA has been supporting MOHSW to strengthen the capacity of the Regional Health Management Teams (RHMTs) since April 2008 till March 2011 through technical cooperation as 1st Phase. Since the start of the phase 1 project, there has been a remarkable development to RHMTs in terms of enabling them to prepare their own regions’ strategic plans and annual plans, increase in number and quality of supportive supervisions conducted by RHMTs to Council Health Management Teams (CHMTs), and increase in networking. While there have been all these developments, they still need further capacity building to improve their performance.
Thus, the Technical Cooperation Project Phase 2, which is expected to be launched in October 2011, focuses on improving performance of Regional Health Management Teams (RHMTs) in supporting Regional Referral Hospital Management Teams (RRHMTs) and Council Health Management Teams (CHMTs).


The Project aims at the following outputs:


 Management skills of Regional Health Management Teams (RHMTs) in supporting CHMTs and RRHMTs are improved.
 Roles and functions of RHMTs to support CHMTs and RRHMTs are institutionalized and consolidated.
 Guidelines and tools for RHMTs to perform their functions are improved.
Implementing Organization is Ministry of Health and Social Welfare (MOHSW), and the duration of the project is three years.
