LAUNCHING COMPREHENSIVE TRANSPORT AND TRADE SYSTEM MASTER PLAN STUDY AND THE IST STAKEHOLDERS COMMITTEE MEETING!

Based on an Agreement of Technical Cooperation between the Government of the United Republic of Tanzania and the Japan International Cooperation Agency (JICA) in September, 2010, “the Project for the Comprehensive Transport and Trade System Development Master Plan in the United Republic of Tanzania”, has been launched and its first Stakeholders Committee Meeting will be held as follows:

The economy of Tanzania, with a population of over 40 million, has constantly shown high growth in recent years. Particularly in 2000s, the real growth rate has been hovering around 7%, which is expected to continue for the next decade. Consequently, the transport demand is expected to double in five years. The importance of infrastructure development therefore needs to be addressed appropriately.


It is also important to note that Tanzania has several “international corridors” connecting its east coast to neighboring inland countries, and that development in such infrastructure has a great impact not only on Tanzanian economy but also the economic growth in the rest of the East Africa region. In that sense, transport infrastructure in Tanzania (both hard and soft) needs to be designated not only as a domestic asset but also as a common asset shared with the neighboring economies.


Thus, the Ministry of Transport (former Ministry of Infrastructure Development) has requested the Japanese government to support in 1) preparing a comprehensive transport database, logistics development strategy building, and 2) preparing a master plan including both hard and soft infrastructure.

In this Master Plan Study, it is planned to conduct Origin-Destination (OD) survey of freight by each transport mode, namely Road, Railway, Waterway, Air Transport and Pipeline. The results of OD survey will be utilized for projection of cargo movement and future transport demand will be forecasted by modes. Master Plan of Comprehensive Transport and Trade System is expected to be fully utilized for the effective and efficient investment to the development of transport infrastructure.


Ministry of Transport will host the first stakeholders committee meeting of the Project as shown above, inviting some two dozen transport related organizations, reflecting complex nature of multi-modal transport systems. After the presentation on what and how the Study is to be carried out, lively discussions among specialized organizations are expected. .
